Cook the milk mixture, stirring frequently to prevent scorching, until it reduces to approximately 2 cups. This will take about 25 to 35 minutes.

If the milk threatens to boil over, slide the pan partially off the heat or lower the temperature.

Remove the pan from heat and let the reduced milk cool to room temperature. To speed up cooling, place the pan in an ice water bath.

While the milk cools, place the powdered saffron in a small bowl.

Add the boiling water to the saffron, stir well, and let it stand for 5 minutes to infuse.

Using a small spoon, break up any saffron threads or clumps in the water.
