  1. In a medium bowl, combine half of the cornstarch, half of the sherry, half of the soy sauce, the minced garlic, and the crushed red pepper.
  2. Add the thinly sliced beef to the sauce mixture and toss thoroughly to coat. Let it marinate while you prepare the rest.
  3. In a small separate bowl, combine the water with the remaining cornstarch, sherry, and soy sauce. Stir until smooth and set aside.
  4. In a wok or large skillet, heat a portion of the oil over medium-high heat.
  5. Add the green and red pepper strips; stir-fry for about 1 minute until just tender-crisp. Remove peppers to a platter and set aside.
  6. Add the remaining oil to the hot wok.
