  1. In a 2-quart stainless-steel or enamel saucepan, combine water, vinegar, salt, pickling spices, and garlic.
  2. Heat the mixture to a boil, stirring until the salt is completely dissolved.
  3. Reduce heat and simmer the pickling solution over low heat for 15 minutes.
  4. Meanwhile, prepare a 2-liter or 1/2-gallon glass jar and lid for processing.
  5. Pack one head of dill and the cucumbers tightly into the jar; top with the remaining dill head and dried red chili.
  6. Discard the spice bag and garlic from the hot pickling solution.
  7. Ladle the hot solution over the cucumbers, leaving 1/2-inch headspace at the top of the jar.
  8. Carefully insert a small spatula or knife around the side of the jar to remove any air bubbles between the cucumbers and the jar.
  9. Seal the jar with the lid.
  10. Process the jar in a boiling-water bath for 20 minutes.
  11. Cool the jar and label it; store in a cool, dry place for at least 6 weeks before serving.
  12. After opening, store the pickles in the refrigerator.
