  1. Pan roast the Roma tomatoes until they are blistered, deeply browned, and soft.
  2. Pan roast the garlic cloves until brown and soft, then peel them.
  3. Heat the corn oil in a medium-sized skillet over medium-high heat until hot but not smoking.
  4. Fry the arbol chiles, 1 or 2 at a time, in the hot oil until puffed and browned, about 10 seconds. Do not burn them or they will taste bitter.
  5. Shake off excess oil from the chiles and place them in a blender.
  6. Add 2 tablespoons of the chile cooking oil, the roasted tomatoes, roasted garlic, and water to the blender.
  7. Blend the mixture until smooth.
  8. Add the toasted oregano, salt, and ground cumin to the blender and blend again until well combined.
