  1. Pound the round steak with a meat mallet until it is approximately 1/4 inch thick. Cut the flattened steak into 5 or 6 equal serving-sized pieces.
  2. Peel the carrots and cut them into thin sticks. Slice the dill pickle lengthwise into 5 or 6 thin strips.
  3. Place several carrot sticks and one pickle strip on each piece of meat. Beginning at the narrow end, tightly roll up the meat, securing the ends with small skewers or toothpicks.
  4. In a shallow dish, mix the flour, salt, pepper, and garlic salt. Coat the meat rolls evenly in the flour mixture, shaking off any excess. Reserve any remaining flour mixture.
  5. Heat the salad oil in a large skillet or slow-cooker browning unit over medium-high heat. Brown the meat rolls on all sides until golden.
  6. Pour off any excess fat from the skillet. Transfer the browned meat rolls to the slow-cooker pot.
  7. In a bowl, mix the tomato sauce with the reserved flour mixture until smooth. Stir in the chopped onion.
  8. Pour the tomato sauce mixture evenly over the meat rolls in the slow cooker.
  9. Cover and cook on low for 7 to 9 hours, or until the beef is tender and the flavors have melded.
  10. Sprinkle with minced parsley just before serving.
