  1. Thinly peel the oranges using a vegetable peeler, removing only the colored zest and avoiding the bitter white pith.
  2. Cut the orange rinds into thin, uniform slivers.
  3. Reserve the orange fruit for another use or eat them fresh.
  4. Combine the orange rind slivers and 1 cup of water in a 2-quart saucepan.
  5. Bring the mixture to a boil, then reduce heat, cover, and simmer for 15 minutes until the rind is tender.
  6. Add 1 cup of sugar to the saucepan and continue cooking uncovered until the liquid thickens into a syrup and coats the rinds, about 15 minutes.
  7. Remove from heat and allow the candied rinds to cool to room temperature.
  8. Meanwhile, sift the flour, baking powder, and salt together in a large bowl and set aside.
  9. In a separate bowl, cream the softened butter and 1/2 cup of sugar together using an electric mixer on medium speed until light and fluffy.
  10. Add the eggs one at a time, blending well after each addition.
  11. Fold in the cooled candied orange rind mixture along with any remaining syrup.
