  1. Preheat your oven to 350 degrees F (175 degrees C).
  2. In a small bowl, combine the loose black tea leaves, brown sugar, crushed fennel seeds, ground ginger, ground cloves, and black pepper. Mix well to distribute the spices evenly among the tea.
  3. Line a large, shallow baking pan with heavy-duty aluminum foil. Spread the tea mixture evenly across the bottom of the pan to create a smoking bed.
  4. Place a wire rack inside the pan, ensuring it sits above the tea mixture so the turkey does not touch it directly.
  5. Pat the turkey thighs dry with paper towels. Place them on the rack skin-side up.
  6. Cover the pan tightly with another sheet of aluminum foil to trap the smoke. Bake for 1 hour.
  7. While the turkey is smoking, prepare the glaze by mixing the teriyaki sauce, ketchup, and pressed garlic cloves in a small bowl. Set aside.
  8. After 1 hour, carefully remove the pan from the oven. Remove the top foil cover.
  9. Brush the turkey thighs thoroughly with half of the prepared glaze.
  10. Turn the turkey thighs over so they are skin-side down. Return the pan to the oven (uncovered) and bake for 20 minutes.
  11. Remove the pan from the oven again. Flip the thighs back over to be skin-side up.
  12. Brush the remaining glaze over the skin of the thighs.
  13. Return to the oven and bake for an additional 30 minutes, or until the internal temperature reaches 165 degrees F and juices run clear when pierced with a fork.
  14. Let the turkey rest for 5 minutes before serving.
