  1. Preheat oven to 350°F (175°C). Spray an 8 1/2 x 4 1/2 x 2 1/2-inch loaf pan with cooking spray and set aside.
  2. Heat corn oil in a large skillet over medium-high heat. Add green pepper, onion, and garlic; cook, stirring frequently, for about 4 minutes or until tender. Remove from heat and let cool slightly.
  3. In a large bowl, combine ground beef, egg whites, oats, 1/2 cup of the barbecue sauce, and the undrained green chilies.
  4. Stir the cooked vegetable mixture into the beef mixture until just combined. Do not overmix.
  5. Spoon the mixture into the prepared loaf pan and press down gently to remove air pockets.
  6. Bake in the preheated oven for 1 hour, or until the internal temperature reaches 160°F (71°C).
  7. Remove from oven and drain any excess liquid from the pan.
  8. Carefully invert the loaf onto a serving platter.
  9. Spoon the remaining 1/4 cup of barbecue sauce over the top of the meatloaf.
  10. Let the meatloaf stand for 10 minutes before slicing to allow juices to redistribute.
