  1. Preheat oven to 350&# 194;°F (175°C). Grease and flour a 9x13-inch baking pan.
  2. In a microwave-safe bowl, combine 1/4 cup evaporated milk and the 60 caramel candies. Microwave on low power, stirring often, until the caramels are completely melted and smooth. Set aside to keep warm.
  3. In a large bowl, combine the German chocolate cake mix, melted margarine, and the remaining 3/4 cup evaporated milk. Mix by hand until well combined; the batter will be thick.
  4. Fold the chopped pecans into the batter.
  5. Pour half of the batter into the prepared pan and spread evenly.
  6. Bake in the preheated oven for 8 minutes.
  7. Remove the pan from the oven. Pour the warm caramel mixture over the partially baked cake, spreading it gently to cover the surface.
  8. Sprinkle the chocolate chips evenly over the caramel layer.
  9. Thin the remaining batter with 1/4 cup milk (if needed for consistency) and pour it over the chocolate chips and caramel layer, covering them completely.
  10. Return the pan to the oven and bake for 20 minutes longer, or until a toothpick inserted into the center comes out clean.
