  1. Dice the red and green peppers into 1/2-inch pieces.
  2. Dice the onion into 1/4-inch pieces.
  3. Dice the tomato into 1/2-inch pieces.
  4. Chop the fresh cilantro and slice the green onions.
  5. Heat the olive oil in a large pot over medium heat.
  6. Add the diced peppers, onion, and minced garlic to the pot. Saut for 5 minutes until softened.
  7. Stir in the long-grain rice and cook for 2 minutes, stirring occasionally to coat the grains.
  8. Add the kidney beans, vegetable broth, diced tomato, olives, basil, allspice, cayenne, and salt substitute. Stir well to combine.

  10. Remove from heat. Stir in the sliced green onions and chopped cilantro.
