  1. Soak cellophane noodles in warm water for 20 minutes until softened, then drain and chop into small pieces.
  2. Peel and shred carrots and potatoes into thin strips.
  3. Finely chop the bean curd squares and the white part of the leek.
  4. Soak dried tree ears in warm water for 20 minutes, then drain and finely chop.
  5. Combine the chopped cellophane noodles, shredded carrots, potatoes, bean curd, leek, tree ears, bean sprouts, and black pepper in a large bowl to create the filling.
  6. Cut the dried rice papers into quarters.
  7. Wet the surface of each rice paper quarter with water using your fingers or a brush until flexible.
  8. Place about 1 tablespoon of the vegetable filling onto each softened rice paper square.
  9. Roll the rice paper tightly around the filling to form a small roll, sealing the edges with water.
  10. Heat peanut oil in a wok to 350 degrees Fahrenheit (177ðC).
  11. Fry the rolls for 10 minutes, turning them over halfway through, until golden brown and crispy.
  12. Remove rolls from oil and drain on paper towels.
  13. Serve hot with Buddhist Nuoc Leo or your favorite dipping sauce.
