  1. Fill the bottom half of a double boiler with water and place over low heat.
  2. Place the white chocolate and 4 tablespoons of water in the top half of the double boiler.
  3. Stir constantly with a rubber spatula until the chocolate is completely melted and smooth, about 4 to 5 minutes.
  4. Remove from heat and let the chocolate mixture cool to room temperature.
  5. Place heavy cream in a well-chilled bowl and whip with an electric mixer on high speed until stiff peaks form, about 1 minute.
  6. Vigorously whisk one-third of the whipped cream into the melted white chocolate mixture until smooth and thoroughly combined.
  7. Gently fold the remaining whipped cream into the chocolate mixture using a rubber spatula until just combined and smooth.
  8. Transfer the mousse to serving containers or a single bowl.
  9. Refrigerate for 2 to 3 hours to allow the mousse to set before serving.
