Preheat oven to 425°F (220°C).

Stack three sheets of phyllo dough on a work surface. Using a 3-inch round tart pan or mold, cut out circles. Place the circles into 2 1/4" tart pans or mini muffin tins. Alternatively, use a 4 1/2 x 2" boat-shaped mold to cut and shape boats into 3 1/2 x 1 1/2" molds. Cut out approximately 30 cups or boats.

Bake the phyllo shells for 6-8 minutes until golden brown. Remove carefully from the molds and cool on a wire rack.

Heat 1 T olive oil in a frying pan over medium-low heat. Add the chopped onion and cook until soft but not browned, about 5-6 minutes.

Add the pine nuts, crushed garlic, cumin, cardamom, cayenne, and cinnamon to the pan. Cook for 2-3 minutes, stirring frequently, until fragrant.

Add the chopped mushrooms and cook until they are soft and have released their moisture. Stir in the chopped raisins. Transfer the mixture to a plate and set aside.

In the same frying pan, heat another 1 T olive oil. Add the chopped rump steak and stir-fry until it changes color and is cooked through.

Return the mushroom and spice mixture to the pan with the steak. Combine well and season with black pepper and salt to taste. Remove from heat.

Spoon the warm filling into the cooled phyllo cups or boats. Sprinkle generously with cut chives.

Note
You can use tenderloin instead of rump steak for a more tender result.
For a vegetarian version, omit the steak and increase the mushrooms or add chickpeas.
Phyllo dough dries out quickly; keep unused sheets covered with a damp towel while working.
These cups are best served fresh, but the filling can be prepared a day ahead and refrigerated. Reheat before filling the baked shells.
