  1. Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13-inch baking pan.
  2. In a large bowl, combine the dry cake mix with 1/3 cup of the evaporated milk. Mix until a thick dough forms.
  3. Press half of the cake mixture evenly into the bottom of the prepared pan.
  4. Bake the bottom layer for 5 minutes, then remove from the oven.
  5. In a small saucepan over low heat, melt the caramels with the remaining 1/3 cup evaporated milk, stirring until smooth and pourable.

  8. Pour the warm caramel mixture evenly over the walnuts and chips.
  9. Take the reserved half of the cake mixture and break it into small, flat pieces with your hands. Lay these pieces randomly on top of the caramel layer.
  10. Return the pan to the oven and bake for 20-25 minutes, or until the top is golden brown and set.
  11. Allow the brownies to cool completely in the pan before cutting into squares and serving.
