  1. Combine the chopped mild and hot green chiles, water, diced onion, oregano, minced garlic, and salt in a large saucepan.
  2. Place the saucepan over medium heat and bring to a simmer. Cook uncovered, stirring occasionally to prevent sticking, until the liquid reduces and becomes opaque and slightly thickened, about 20 to 30 minutes.
  3. While the chile mixture simmers, whisk together the vegetable oil and flour in a small bowl until smooth.
  4. Transfer the oil and flour mixture to a small saucepan or skillet. Cook over medium-high heat until hot and bubbling, then reduce heat to low.
  5. Whisk constantly until the roux turns a light golden brown and develops a nutty aroma. Do not let it burn. Remove from heat.
  6. Slowly whisk 1/2 cup of the hot green chile mixture into the roux to create a smooth paste.

Note

Chile Varieties: Fresh New Mexico green chiles are preferred for the best flavor. If unavailable, fresh poblano chiles are a good substitute. Frozen prepared chiles are acceptable. If using canned chiles, rinse them thoroughly. For dried chiles, soak in hot water for 45 minutes to rehydrate, then drain, seed, and chop.
