  1. Chill 11oz tin of evaporated milk in the refrigerator for several hours until very cold.
  2. In a small bowl, sprinkle gelatin over 1/3 cup of milk (or water, depending on gelatin type) and let stand for 5 minutes to soften.
  3. In a medium saucepan, combine 1/3 cup cocoa powder, 2/3 cup sugar, and 1/3 cup water.
  4. Bring the chocolate mixture to a boil over medium heat, stirring constantly until sugar dissolves.
  5. Remove from heat and stir in the softened gelatin until completely dissolved.
  6. Place the saucepan in a bowl of cold water to cool the chocolate mixture slightly, but do not let it set.
