  1. Preheat oven to 350F (175C).
  2. Grease and flour a 9x13-inch baking pan.
  3. Combine caramels and evaporated milk in the top of a double boiler over low heat.
  4. Cover and simmer until caramels are melted and smooth, stirring occasionally.
  5. Set caramel mixture aside, keeping it warm.
  6. Combine German sweet chocolate and butter in a 2-quart saucepan.
  7. Place over low heat, stirring occasionally until completely melted and smooth.
  8. Remove from heat and allow to cool to room temperature.
  9. Beat eggs using an electric mixer at high speed until foamy.
  10. Gradually add sugar, beating until the mixture is thick and pale lemon-colored.
  11. Sift together flour, baking powder, and salt.
  12. Add dry ingredients to the egg mixture and mix well until just combined.
  13. Blend in the cooled chocolate mixture and vanilla extract.
  14. Spread half of the batter evenly into the prepared baking pan.
  15. Bake for 6 minutes.
  16. Remove from oven and carefully spread the warm caramel mixture over the baked layer.
  17. Sprinkle chocolate chips evenly over the caramel layer.
  18. Stir 1/2 cup of chopped walnuts into the remaining chocolate batter.
