  1. Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking pan.
  2. In a microwave-safe bowl, combine the unwrapped caramels and 1/3 cup of the evaporated milk. Microwave on high for 1 minute, stir, then microwave for another 30 seconds or until smooth. Stir well and set aside, keeping warm.
  3. In a large mixing bowl, combine the chocolate cake mix, melted margarine, and the remaining 1/3 cup evaporated milk. Beat with a mixer until well blended and smooth.
  4. Spread exactly half of the batter into the prepared baking pan.
  5. Bake the bottom layer for 6 minutes. Remove from oven but keep the oven on.
  6. Let the baked layer cool for 2 minutes.
  7. Pour the warm caramel mixture over the partially baked cake layer. Spread evenly to the edges. Sprinkle the chocolate chips over the caramel.
