  1. Boil the shrimp shells in 1 1/2 cups of water to make the stock. Simmer for 10 minutes, then strain and reserve the broth for the dipping sauce.
  2. In a large skillet, heat 2 tablespoons of vegetable oil over medium heat. Add the crushed garlic and sliced onions, sautéing until softened and fragrant, about 3 minutes.
  3. Add the browned ground pork, peeled shrimp, and cubed tofu to the skillet. Stir-fry for another 5 minutes, ensuring everything is well combined and heated through.
  4. Add the cubed potatoes and 1/2 cup of the reserved shrimp stock. Cover and cook for 10 minutes, stirring occasionally, until the potatoes are tender.
  5. Stir in the pole beans and cook for another 5-10 minutes, until the beans are tender-crisp.
  6. Add the turnip strips, soy sauce, remaining vegetable oil, salt, pepper, and fish sauce (if using). Continue to stir and cook for an additional 5 minutes, allowing the flavors to meld together.
  7. Remove the filling from heat and allow it to cool completely to room temperature before assembling the rolls.
  8. Prepare a bowl of warm water for softening the lumpia wrappers. Dip each wrapper into the water for a few seconds until pliable, then lay it flat on a clean surface.
  9. Place a small piece of lettuce at one end of the wrapper, followed by 2 tablespoons of the cooled filling. Roll the wrapper tightly around the filling, folding in the sides as you go.
  10. Secure the roll by folding the bottom end and sealing it with a little water. Repeat with the remaining wrappers and filling.
  11. Wrap each roll individually in wax paper or plastic wrap to prevent them from drying out. Serve immediately with the reserved shrimp broth as a dipping sauce.
