  1. Wipe the beef with a damp cloth and place it in a large plastic bag or non-reactive container.
  2. In a large bowl, thoroughly combine vinegar, Coca-Cola, water, sliced onions, celery, carrots, peppercorns, cloves, bay leaves, sugar, and salt.
  3. Pour the marinade over the beef, ensuring it is fully submerged. Fasten the bag tightly or cover the container.
  4. Refrigerate for 2 to 4 days, turning the bag or container each day to evenly distribute the marinade.
  5. Remove the beef from the marinade, reserving the liquid and vegetables. Pat the beef dry with paper towels.
  6. Rub the surface of the beef lightly with flour.
  7. In a large Dutch oven, heat oil or shortening over medium-high heat and brown the beef well on all sides.
  8. Add 1 cup of the reserved marinade liquid, along with some of the marinade vegetables and bay leaves, to the Dutch oven.
  9. Cover the Dutch oven tightly and simmer on the stovetop or in a preheated 350&# 194;°F (175°C) oven for 3 to 4 hours, until the meat is fork-tender.
  10. Check occasionally and add more marinade liquid if needed to keep at least 1/2 inch of liquid in the pot.
  11. Remove the beef from the pot and keep it warm while preparing the gravy.
  12. Strain the cooking liquid and drippings into a large measuring cup. Let it stand for a few minutes until the fat separates and rises to the top.
  13. Skim off and discard the excess fat from the top of the liquid.
  14. In a saucepan, combine the defatted liquid with flour and ginger snap crumbs. Whisk until smooth and simmer until the gravy thickens to your desired consistency.
  15. Slice the beef and serve with the prepared gravy.
