  1. Bring the white vinegar, water, and sugar to a boil in a small saucepan, stirring constantly until the sugar is completely dissolved.
  2. Remove the pan from the heat and allow the pickling liquid to cool to room temperature.
  3. Wash the salted herring in cold running water and cut them into 1-inch thick pieces.
  4. Arrange a thin layer of thinly sliced red onions in the bottom of a 1-quart glass jar with a tight-fitting lid.
  5. Top the onions with a layer of herring pieces, thinly sliced carrots, and thinly sliced horseradish (or prepared horseradish).
  6. Scatter whole allspice, yellow mustard seeds, and bay leaves over the vegetables and fish.
  7. Repeat the layering process until all ingredients are used, creating 3 or 4 distinct layers.
  8. Pour the cooled pickling liquid into the jar, ensuring it just covers the contents.
  9. Close the jar securely and refrigerate for 2 to 3 days before serving.

Note

If using salted herring, ensure they are soaked in cold water for 12 hours prior to preparation to reduce excess saltiness, unless using canned matjes herring which requires no soaking.

Fresh horseradish root should be scraped and thinly sliced. If using prepared horseradish, drain and squeeze it dry in a kitchen towel to prevent the pickling liquid from becoming too cloudy or spicy.

Ginger root is optional but adds a nice warmth; if using, slice it thinly and include it in the vegetable layers.
