  1. Soak the dried carrageen in enough hot water to cover it for 15 minutes, or until reconstituted.
  2. Drain the carrageen thoroughly, discarding the soaking water.

  4. Bring the mixture to a boil, then reduce heat and simmer for 25-30 minutes.

  6. Allow the strained liquid to cool slightly until it is just warm to the touch.
