  1. Preheat the oven to 400&# 194;°F (200°C).
  2. Peel the potatoes and cut them into thin strips or slices, approximately 1/4-inch thick.
  3. Place the cut potatoes in a bowl of cold water to prevent discoloration while you prepare the other ingredients.
  4. Heat 2 tablespoons of butter and 2 tablespoons of vegetable oil in a large skillet over medium heat.
  5. Add thinly sliced onions and cook for about 10 minutes, stirring frequently, until soft but not browned.
  6. Butter a 1.5 to 2-quart soufflé or baking dish with the remaining 1/2 tablespoon of butter.
  7. Drain the potatoes thoroughly and pat them dry with paper towels.
  8. Arrange a layer of potato strips on the bottom of the prepared dish.
  9. Layer the potatoes with the cooked onions and drained anchovy fillets, repeating until all ingredients are used, ending with a layer of potatoes.
  10. Sprinkle a little white pepper over each layer as you build the dish.
  11. Scatter fine dry bread crumbs over the top layer of potatoes.
  12. Dot the top of the casserole with the remaining 2 tablespoons of butter cut into bits.
  13. In a small saucepan, gently heat the heavy cream and milk until it barely simmers; do not boil.
  14. Pour the warm cream mixture evenly over the potatoes and onions in the baking dish.
  15. Bake in the center of the oven for 45 minutes, or until the potatoes are tender when pierced with a sharp knife and most of the liquid has been absorbed.
