  1. Pat lamb shanks dry and season with salt and pepper.
  2. Heat vegetable oil in a large skillet over medium-high heat.
  3. Brown lamb shanks on all sides.
  4. Add water, minced garlic, half of the salt, oregano, and pepper to the skillet.
  5. Cover and cook over low heat for one hour, or until meat is tender.
  6. Rinse lentils and drain well.
  7. In a medium saucepan, combine lentils, water, onion, celery, bay leaf, and remaining salt.
  8. Simmer uncovered for 50-60 minutes, or until vegetables are tender.
  9. Preheat oven to 350°F (175°C).
  10. Pour lentil mixture into a greased baking dish.
  11. Top with braised lamb shanks and lemon slices.
  12. Bake for 20-25 minutes, until liquid is absorbed and lentils are heated through.
  13. Discard onion and bay leaf before serving.
