Stir over low heat until the sugar completely dissolves, brushing any sugar crystals off the sides of the pan with a pastry brush dipped in cold water.

Bring the syrup to a boil and cook until it reaches the soft-ball stage, approximately 115C (240F), using a candy thermometer for accuracy.

Remove the syrup from the heat and set aside.

In a separate thick-based saucepan, blend 1 cup of cornflour, cream of tartar, and 1 cup of cold water until smooth and lump-free.

Bring the remaining 2 cups of water to a boil, then stir this boiling water into the cornflour mixture.

Place the cornflour mixture over heat and stir constantly until it thickens and begins to bubble. Use a balloon whisk if lumps form.

Gradually pour the hot sugar syrup into the cornflour mixture while stirring constantly to combine.

Bring the mixture to a boil, then reduce heat and boil gently for 1 1/4 hours, stirring frequently with a wooden spoon to prevent sticking.
