  1. Line a 9x9-inch pan with parchment paper or grease thoroughly with butter or non-stick spray.
  2. In a large heavy-bottomed saucepan, combine the granulated sugar, light corn syrup, 1/2 cup water, and salt.
  3. Place the saucepan over medium heat and bring the mixture to a boil, stirring until the sugar dissolves.
  4. Attach a candy thermometer to the side of the pan and cook the syrup without stirring until it reaches 270F (132C) (soft-crack stage).
  5. While the syrup cooks, beat the egg whites in a clean, grease-free metal or glass bowl using an electric mixer until stiff peaks form.
  6. Once the sugar syrup reaches 270F (132C), remove it from the heat.
  7. With the mixer running on low speed, slowly pour the hot sugar syrup in a thin, steady stream into the egg whites.
  8. Increase the mixer speed to high and beat the mixture for about 20 minutes, or until the nougat thickens significantly, turns opaque, and holds its shape like dough.
  9. Fold the roasted almonds into the nougat until evenly distributed.
  10. Press the nougat mixture firmly and evenly into the prepared 9x9-inch pan.
  11. Refrigerate the nougat for at least 30 minutes, or until firm enough to hold its shape.
  12. In a small saucepan, combine the unwrapped caramels and the remaining 2 tablespoons of water.
  13. Heat over low-medium heat, stirring frequently, until the caramels are completely melted and smooth.
  14. Pour the melted caramel evenly over the chilled nougat layer and spread gently to cover.
  15. Return the pan to the refrigerator and chill for another 30 minutes, or until the caramel layer is firm.
  16. Using a sharp knife, cut the slab in half down the middle, then cut across into 7 segments to create 14 rectangular bars.
  17. Place the milk chocolate chips in a microwave-safe bowl. Microwave on 50% power for 2 minutes, stopping to stir halfway through, until melted and smooth.
  18. Dip each bar into the melted chocolate, ensuring it is completely coated. Tap the bar against the side of the bowl to remove excess chocolate.
  19. Place the dipped bars on a sheet of waxed paper or parchment paper.
  20. Let the bars cool at room temperature for 1 to 2 hours until the chocolate shell is firm.
