  1. Preheat oven to 375&# 194;°F (190ðC). Line two large baking sheets with aluminum foil.
  2. In a medium saucepan, melt butter over low heat.
  3. Remove saucepan from heat. Stir in oats, sugar, flour, corn syrup, milk, vanilla extract, and salt until well combined.
  4. Drop heaping teaspoonfuls of the oat mixture onto the prepared baking sheets, spacing them about 3 inches apart.
  5. Gently spread each portion into a thin, round shape using the back of a spoon or a spatula.
  6. Bake for 5 to 7 minutes, or until the edges are golden brown and the centers are set.
  7. Allow cookies to cool completely on the baking sheets. They will crisp up as they cool.
  8. Once cool, carefully peel the cookies off the foil.
  9. In a heatproof bowl set over a pan of simmering water (do not let the bowl touch the water), melt the milk chocolate chips, stirring until smooth.
  10. Dip the flat side of half the cookies into the melted chocolate, covering the surface evenly.
