Note
Most people squish out the mild cooked garlic from the whole cloves and use it as a sauce for the pilaf. The garlic becomes incredibly soft and sweet during the steaming process.
This is a recently invented Central Asian pilaf, dating from just after World War II. It was first popular among teahouse pilaf cooks in eastern Uzbekistan and is now cooked all over the country.
Soaking the rice in multiple changes of water helps remove excess starch, ensuring the grains remain separate and fluffy in the final dish.
