  1. In a large saucepan, combine the diced rutabagas, diced potatoes, and water.
  2. Bring the water to a boil over high heat, then reduce heat to low.
  3. Cover and cook for 25 minutes, or until the vegetables are tender when pierced with a fork.
  4. Drain the vegetables, reserving about 1/2 cup of the cooking liquid.
  5. Return the drained vegetables to the pot or transfer to a bowl and mash until completely smooth.
  6. Preheat the oven to 300°F (150°C).
  7. Lightly butter a shallow 2-quart casserole dish and set aside.
  8. In a large mixing bowl, beat the mashed vegetable mixture on high speed, gradually adding the reserved 1/2 cup of cooking liquid.
  9. Add the flour, bread crumbs, whipping cream, dark corn syrup, 1/4 cup melted butter, beaten eggs, salt, allspice, nutmeg, ginger, and white pepper.
  10. Beat the mixture on high speed until it becomes light and fluffy.
  11. Spoon the mixture into the prepared casserole dish.
  12. Use the back of a spoon to smooth the top evenly.
  13. Drizzle the remaining 3 tablespoons of melted butter evenly over the top.
  14. Bake uncovered for 1.5 to 2 hours, or until the top is lightly browned and set.
