  1. Soak the dhal (or dried split peas) in water for 10 minutes, then drain.
  2. In a large skillet, combine 3 cups of water, the ground beef, soaked dhal, cumin seeds, cinnamon stick, cloves, ginger, garlic, chili powder, and salt.
  3. Bring the mixture to a boil, then reduce heat and simmer for approximately 45 minutes, or until all the liquid has evaporated and the meat and lentils are tender.
  4. Remove the skillet from heat and allow the mixture to cool slightly until it can be handled.
  5. Transfer the meat and lentil mixture to a blender or food processor.
  6. Add the liquid egg substitute to the blender and process until the mixture forms a fine, smooth paste.
  7. Transfer the paste back to a bowl and fold in the chopped onion, cilantro, and green chilies.
  8. Preheat your oven to 350°F (175°C). Line a baking sheet with aluminum foil or spray it with non-stick cooking spray.
  9. Measure 1/4-cup portions of the mixture and shape them into flat patties on the prepared baking sheet.
  10. Bake for 25 to 30 minutes, or until the kebabs are set and lightly browned.
  11. Remove carefully from the pan with a spatula and serve warm.
