  1. Heat 3 inches of olive oil in a tall frying pan to 375 degrees F (191°C).
  2. Roll the dough into four 10-inch circles.
  3. Fry one circle at a time until golden brown, about 6 to 7 minutes, to create the tarongia pockets.
  4. Drain each tarongia on paper towels and set aside.
  5. In a medium sauté pan, heat 2 tablespoons virgin olive oil until just smoking and add the sliced fennel.
  6. Cook the fennel until soft and golden brown, stirring regularly, about 8 to 10 minutes.
  7. Drain the fennel and allow it to cool slightly.
  8. Mix the reserved fennel fronds into the cooked fennel and set aside.
  9. Spread one-quarter of the fennel mixture on top of each tarongia.
  10. Sprinkle each tarongia with 2 tablespoons of Caciocavallo cheese.
  11. Place 4 fresh anchovies on each tarongia.
  12. Sprinkle with the remaining Caciocavallo cheese.
  13. Broil each tarongia until light golden brown and the cheese is melted.
  14. Serve warm.
