Preheat oven to 400°F (200°C).

In a large heavy pot, combine the ground pork, minced onion, minced garlic, grated potato, raisins, ground mace, sage, cloves, and black pepper.

Pour the boiling water over the meat mixture.

Bring to a simmer over medium heat. Cook uncovered, stirring frequently, for 30 to 45 minutes until the meat is no longer pink and the water has been absorbed.

If the mixture becomes too dry before the meat is cooked, add a small amount of water. If too wet, simmer longer to reduce.
