  1. Preheat oven to 350°F (175°C).
  2. In a medium bowl, combine chocolate wafer crumbs, chopped pecans, and melted butter until evenly moistened.
  3. Press mixture firmly into the bottom and up the sides of a 9-inch pie plate.
  4. Bake crust for 10 minutes, then remove and allow to cool completely.
  5. Sprinkle gelatin over cold water in a small saucepan; let stand for 1 minute to bloom.
  6. Stir over low heat until gelatin is completely dissolved.
  7. Add 1 cup of heavy cream to the saucepan and bring to a gentle boil, stirring frequently. Remove from heat.
  8. Place chocolate chips in the bowl of a food processor.
  9. Pour the hot cream mixture over the chocolate chips and blend until smooth and melted.
  10. Add remaining 1/2 cup heavy cream, eggs, and vanilla extract to the processor.
  11. Blend until the mixture is smooth and slightly thickened.
  12. Refrigerate the chocolate mixture for 15-20 minutes until it thickens to a soft-pea soup consistency.
  13. Meanwhile, place unwrapped caramels and 1/4 cup heavy cream in a microwave-safe bowl.
  14. Microwave on high for 1-2 minutes, stirring halfway through, until caramels are melted and smooth.
  15. Pour the warm caramel mixture into the cooled pie crust and spread evenly.
  16. Allow the caramel layer to cool and set for about 10 minutes.
  17. Pour the chilled chocolate mousse over the caramel layer.
  18. Refrigerate the pie for at least 4 hours, or until the chocolate layer is fully set.
  19. Just before serving, top with whipped cream made from the remaining chilled heavy cream, whipped to stiff peaks.
