  1. In a medium saucepan, bring 1 quart of water to a boil.
  2. Remove the pan from the heat and add the preserved grape leaves.
  3. Let the grape leaves sit in the hot water for 10 minutes to soften.
  4. Remove the grape leaves from the water and set them aside on a clean towel.
  5. In a medium bowl, combine the cooked rice, grated onion, minced parsley, chopped tomatoes, dried mint, allspice, and minced garlic.
  6. Mix the ingredients together well until evenly distributed.
  7. Let the rice mixture sit for 2 hours to allow the flavors to meld.
  8. Take one grape leaf and place a small amount of the rice mixture in the center.
  9. Fold the bottom of the grape leaf up over the filling, then fold the sides inward.
  10. Roll the grape leaf up tightly into a small cylinder.
  11. Repeat the process with the remaining leaves and filling.
  12. Line the bottom of a large saucepan with a few whole grape leaves to prevent burning.
  13. Place the rolled grape leaves on top of the lining, seam side down, packing them tightly in concentric circles.
  14. Drizzle the fresh lemon juice evenly over the rolled leaves.
  15. Add enough water to the pot to just cover the rolled grape leaves.
  16. Place an oven-proof plate on top of the rolls to keep them submerged and in place during cooking.
  17. Cover the pot and bring the liquid to a boil over high heat.
  18. Reduce the heat to low and simmer for 45 to 60 minutes, or until the grape leaves are tender and most of the water is absorbed.
  19. Remove from heat and let the sarma sit, covered, for 1 hour before serving.
