  1. Cut 10 red bell peppers lengthwise into thirds, removing seeds and membranes.
  2. Arrange pepper strips skin-side up in a broiler pan and broil until the skins are blackened and blistered.
  3. Transfer the hot peppers to a paper bag and let stand for 10 minutes to steam.
  4. Peel off the charred skins and pat the pepper strips dry with paper towels.
  5. In a large bowl, whisk together olive oil, fresh lemon juice, and pressed garlic.
