Press half of the dough mixture firmly and evenly into the bottom of the prepared baking dish.

Bake the crust for 8 minutes, until lightly set.

While the crust bakes, place the caramel candies and 1/2 cup evaporated milk in the top of a double boiler.

Heat over low simmer, stirring frequently, until the caramels are completely melted and the mixture is smooth.
-
Pour the warm caramel mixture evenly over the partially baked crust.
-
Sprinkle the chocolate chips evenly over the caramel layer.
-
Drop the remaining dough by spoonfuls over the chocolate chips, spreading slightly to cover as much surface area as possible.
-
Return to the oven and bake for 18 minutes, until the top is golden brown and the filling is bubbly.
-
Remove from oven and allow to cool completely in the pan on a wire rack before slicing into bars.

Note
Allow the bars to cool completely before cutting to ensure clean slices and prevent the caramel layer from oozing out.
For a nut-free version, omit the chopped nuts and add an extra tablespoon of butter to the dough to maintain moisture.
Store covered at room temperature for up to 3 days or in the refrigerator for up to a week. Bring to room temperature before serving for best texture.
If you do not have a double boiler, you can melt the caramels in a microwave-safe bowl in 30-second intervals, stirring well between each interval, until smooth.
