  1. Place the cracked wheat or bulgur in a bowl and cover with 2 cups of hot water. Let soak for 30 minutes to soften the grains.
  2. Drain the soaked wheat, then transfer it to a pot. Add enough fresh water to cover the grains by about an inch. Bring to a boil, then reduce heat to low, cover, and simmer until the wheat is tender, about 45-60 minutes.
  3. While the wheat cooks, grind the poppy seeds using a coffee grinder or mortar and pestle until they release their oils and become a coarse powder.
  4. In a separate small saucepan, combine the honey, remaining 2 cups of water, and salt. Bring to a gentle simmer and cook for 20 minutes, stirring occasionally, until the mixture thickens slightly.
  5. Stir the ground poppy seeds into the sweetened honey mixture.
  6. Drain any excess water from the cooked wheat. Fold the wheat into the poppy seed and honey mixture, stirring until well combined and creamy.
  7. Allow the Kutia to cool to room temperature or serve warm.
