  1. Mix ground beef with half of the minced garlic, 1/4 teaspoon salt, 1/4 teaspoon pepper, and 2 tablespoons cold water. Gently form into 1-1/2-inch balls.
  2. Combine flour with a pinch of salt and pepper. Roll the meatballs in the flour mixture until lightly coated.
  3. In a large nonstick skillet, heat half of the olive oil over medium heat. Cook the meatballs, a few at a time, until browned all over. Transfer to a plate.
  4. In the same skillet, heat the remaining olive oil over medium heat. Cook the chopped onion and remaining garlic for 5 minutes, until softened.
  5. Stir in the canned tomatoes (undrained), dried basil, oregano, and the browned meatballs. Simmer, uncovered, stirring often, for 15 minutes.
  6. Meanwhile, place the quartered potatoes in a saucepan and cover with cold water. Bring to a boil and cook for 20 minutes, or until tender.
  7. Drain the potatoes well and mash until smooth. Stir in the beaten egg, 3/4 cup of the grated Parmesan cheese, and salt and pepper to taste. Fold in the chopped parsley.
  8. Spoon the meatballs and tomato sauce into an 8-inch square baking dish. Spread the mashed potato mixture evenly over the top.
  9. Sprinkle the remaining 1/4 cup Parmesan cheese over the potatoes.
  10. Remove the cover and bake for an additional 10 minutes.
  11. Broil for 1 minute, or until the cheese is golden brown and bubbly.
