  1. Melt butter in a heavy saucepan over low heat.
  2. Add flour and stir constantly until the mixture is smooth and consistent.
  3. Cook for about one minute, stirring constantly, to remove the raw flour taste.
  4. Gradually add chicken broth, stirring constantly to prevent lumps.
  5. Continue cooking over medium heat, stirring constantly, until the mixture is thickened and bubbling.
  6. Remove from heat and stir in the sour cream and chopped jalapeño peppers until well combined.
  7. Pour half of the sour cream sauce into the bottom of a lightly greased 12x8x2 inch baking dish and set aside.
  8. Heat vegetable oil in a medium skillet over medium heat.

  10. Drain fried tortillas well on paper towels.
