  1. Season chicken breasts with salt and freshly ground black pepper.
  2. In a large skillet, heat 2 tablespoons of butter and vegetable oil over medium-high heat.
  3. Add chicken and cook until light brown on both sides, then remove from pan and set aside.
  4. In the same skillet, cook thinly sliced onions until soft but not browned.
  5. Cut all but 3 Anaheim chilies into strips and add to the onions; cook for 5 minutes, then set aside.
  6. Place 3 whole chilies, 1/4 cup milk, and 1/2 teaspoon salt in a blender or food processor.
  7. Process until smooth, then add sour cream and blend for a few seconds more to combine.
  8. In a small saucepan, melt remaining 2 tablespoons of butter and stir in flour.
  9. Gradually add 3/4 cup milk and cook, stirring constantly, until the mixture is smooth and thickened.
  10. Remove from heat and stir in the sour cream and chili mixture.
  11. Arrange half the chicken breasts in a casserole dish.
  12. Top with half the onion and chili strip mixture.
  13. Spread half the sauce over the chicken and vegetables.
