  1. Preheat oven to 375 degrees F (190 degrees C).
  2. Rinse chicken legs (drumsticks and thighs) in cold water and pat dry thoroughly with paper towels.
  3. Place olive oil in a shallow dish and turn chicken pieces to coat all sides evenly.
  4. Arrange sliced celery ribs in the bottom of a heavy 6-quart casserole with a tight-fitting lid.
  5. Scatter parsley sprigs and tarragon over the celery.
  6. Place oiled chicken pieces on top of the vegetable bed.
  7. Sprinkle chicken with dry vermouth, 1 teaspoon salt, pepper, and nutmeg.
  8. Pour any remaining oil from the coating dish into the casserole.
  9. Toss 40 peeled garlic cloves around and on top of the chicken.
  10. Sprinkle with remaining 1 1/2 teaspoons salt.
  11. Cover the casserole opening tightly with aluminum foil, then place the lid on top to create a seal.
  12. Bake for 1 1/2 hours without removing the lid.
  13. Serve hot with toasted French bread, pumpernickel, or crusty rolls.
  14. Spread the softened, buttery roasted garlic cloves onto the bread.
