  1. Preheat the oven to 350 degrees Fahrenheit (175 degrees Celsius).
  2. Remove wrappers from the caramels and place them in a microwave-safe bowl with 1/3 cup of evaporated milk.
  3. Microwave the caramels and milk on high for 1 to 2 minutes, stirring halfway through, until melted and smooth.
  4. In a large bowl, combine the remaining evaporated milk, melted margarine, and the dry German chocolate cake mix according to package directions to form a batter.
  5. Press half of the cake batter evenly into the bottom of a greased 13x9-inch baking pan to form the crust.
  6. Bake the crust for 6 minutes, then remove from the oven.
