  1. Preheat oven to 275&# 194;°F (135°C). Line a baking sheet with parchment paper.
  2. In a large, clean bowl, beat egg whites, 1/2 teaspoon vanilla, and cream of tartar with an electric mixer on high speed until soft peaks form.
  3. Gradually add 2/3 cup sugar, beating continuously until the meringue is thick, glossy, and holds stiff peaks.
  4. Gently fold in 2 tablespoons of cocoa powder until no white streaks remain.
  5. Spread the meringue mixture into a 10-inch circle on the prepared baking sheet, creating a slight well in the center.
  6. Bake for 1 1/2 hours, or until the outside is firm and dry.
  7. Turn off the oven and leave the meringue inside to cool completely. This prevents cracking.
  8. Meanwhile, sprinkle gelatin over 3 tablespoons of water (from the milk) in a small saucepan; let stand for 1 minute to bloom.
  9. Heat the saucepan over low heat, stirring constantly for about 2 minutes until the gelatin is completely dissolved. Remove from heat.
