In a large heavy-bottomed pot, melt the butter with the vegetable oil over medium-high heat.

Season the lamb shanks with salt and pepper, then brown them on all sides in the hot fat. Remove the lamb and set aside.

In the same pot, add the onions, quartered tomatoes, saffron, black pepper, coriander, turmeric, ginger, allspice, cinnamon sticks, and the tied herb bundles.

Cover the pot and cook gently for 10 minutes, stirring occasionally, until the vegetables begin to soften and release their aroma.

Return the lamb shanks to the pot. Add the water and the soaked, peeled chickpeas.

Bring the mixture to a boil, then reduce heat to low, cover, and simmer for 1 1/2 hours until the meat is very tender.

Using a slotted spoon, remove the lamb shanks from the broth. Allow them to cool slightly, then cut the meat away from the bones in chunks, discarding the bones.
