Sift together flour, soda, salt and baking powder; set aside. Blend together shortening and sugars. Add eggs and beat until light and fluffy. Add flour mixture, blend well. Add rolled oats, vanilla, nuts and chocolate bits. Drop by teaspoonfuls onto a greased cookie sheet. Bake at 350 degrees for 15 minutes
