  1. Preheat the oven to 300 degrees Fahrenheit (149°C).
  2. In a large mixing bowl, combine the ground hamburger with pepper, cayenne, oregano, paprika, onion powder, garlic salt, and garlic powder.

  4. Divide the meat mixture into three equal portions and shape each into a loaf.
  5. Place the loaves on a baking sheet or in loaf pans.
  6. Bake for 2 to 2.5 hours, or until the internal temperature reaches 160 degrees Fahrenheit.
  7. While the meat bakes, prepare the sauce by placing a can of evaporated milk (Carnation) in the freezer for 20 minutes.
