  1. Preheat oven to 350°F (175°C).
  2. Place the all-purpose flour inside the oven bag, close the top, and shake vigorously to coat the interior of the bag.
  3. Open the bag and place it into a 13x9-inch baking pan.
  4. Add the diced tomatoes, undiluted condensed beef broth, sliced onion, salt, pepper, bay leaf, and sliced carrots to the bag.
  5. Squeeze the bag gently to mix the vegetables and broth together.
  6. Place the cube steaks in a single layer inside the bag on top of the vegetable mixture.
  7. Close the bag using the provided nylon tie and cut six 1/2-inch slits in the top of the bag to allow steam to escape.
  8. Bake for 1 hour and 15 to 30 minutes, or until the steaks are fork-tender.
  9. Remove from oven, discard the bay leaf, and serve the steaks and vegetables over hot cooked rice.
