  1. Preheat oven to 350&# 194;°F (175°C).
  2. Rub the brisket generously with the minced garlic.
  3. Place the coarsely chopped onions in the bottom of a large roasting pan.
  4. Tear the rye bread into small pieces and tuck them under and around the brisket in the pan, ensuring they will be submerged by the liquid.
  5. Place the garlic-rubbed brisket on top of the bed of onions and bread.
  6. In a bowl, mix together the Worcestershire sauce, onion soup mix, chili sauce, and beer.
  7. Pour the liquid mixture over the brisket.
  8. Arrange the carrots in the pan around the brisket.
  9. Cover the roasting pan tightly with a lid or heavy-duty foil.
  10. Bake in the preheated oven for 1 hour.
  11. Reduce the oven temperature to 275°F (135°C).
  12. Continue braising for another 2 to 2.5 hours, or until the brisket is fork-tender.
  13. Remove the pan from the oven and let it stand until cool enough to handle.
  14. Remove the brisket and carrots from the pan and set aside.
  15. Slice the brisket against the grain.
  16. Arrange the sliced meat and carrots on an oven-proof platter and cover with foil.
  17. To make the gravy, place the soaked bread, half of the cooked onions, and 2 cups of the liquid from the roasting pan into a blender or food processor.
  18. Process until smooth and blended.
  19. Return the blended mixture to the roasting pan and stir in the remaining liquid.
  20. About 30 minutes before serving, reheat the meat and carrots with half of the gravy in the oven.
  21. Pour the remaining gravy into a gravy boat and serve separately.
