  2. Add the chopped onion and cook until soft, about 3 minutes.

  5. Stir in the chopped tomatoes, potatoes, fish stock, white wine, black pepper, thyme sprigs, and chopped parsley.

  7. Simmer until the potatoes are almost done, about 10 to 20 minutes.
  8. Bring the chowder base back to a simmer and add the fish cubes, scallops, and refreshed dried cod.
  9. Cover and simmer until the fish is just cooked through, 5 to 15 minutes, being careful not to overcook.
  10. Stir in the evaporated skim milk gently.
