Directions

  1. Preheat oven to 400F (200C).
  2. Cut the tops off two heads of garlic to expose the cloves.
  3. Place garlic heads cut-side up in a shallow baking pan and drizzle with a little olive oil.
  4. Cover the pan tightly with aluminum foil and bake for 1 hour until the cloves are soft and mellow.
  5. Remove garlic from the oven and let cool to room temperature.
  6. Squeeze the softened garlic cloves out of their skins into a bowl.
  7. Mash the garlic cloves and anchovy fillets together into a smooth paste.
  8. In a large Dutch oven, heat the 4 tablespoons of olive oil over medium heat.
  9. Add the garlic-anchovy paste and saut gently for 2-3 minutes until fragrant and smooth.
  10. Add the finely chopped onion and cook until softened, about 5 minutes.
  11. Stir in the peeled tomatoes and tomato paste, breaking up the tomatoes with a spoon.
  12. Bring the mixture to a simmer, then reduce heat to low.
  13. Cover and simmer for 45 minutes, stirring occasionally.
  14. Add the sweet basil, oregano, and lemon zest, stirring to combine.
  15. Add the black pepper and season with salt to taste, keeping in mind the anchovies provide saltiness.
  16. Cover and simmer for an additional 15 minutes to meld the flavors.
